The City of The Dalles in partnership with the Riverfront and Treatment Plant Task Force; Columbia Gateway Urban Renewal Agency, Wasco County, Port of The Dalles, The Dalles Area Chamber of Commerce, and Northern Wasco County Park and Recreation District have begun construction on Phase I of The Dalles Riverfront Access, once again connecting the historic downtown with the mighty Columbia River. The reconnection of this access point links together the 9 ½ mile Lewis and Clark Riverfront Trail at The Dalles, the historic downtown, The Port, as well as provides direct access to the proposed Lewis and Clark River Overlook and cruise ship docking facility. And a direct pedestrian access to the historic Lewis and Clark Rock Fort campsite. Construction on the first of two proposed underpasses is underway with a proposed completion date of August 2003.

As shown in the architectural drawing above, the project includes two underpasses, a new waste water treatment facility, a river overlook, cruise ship docking facility, a park's pathway system which connects to the Lewis and Clark Riverfront Trail at The Dalles, a greenbelt park and the restoration of the historic Gitchell building. Phase I is construction of The Union Street Underpass that was designed for both vehicular and pedestrian traffic. This unique underpass features a replication of the pediment design found on the historic Gitchell building located close by. The positioning of the underpass will provide a clear view of the Columbia from the historic downtown. Open, airy, well-lit, the underpass will feature backlit glass brick on the interior walls. Landscaping is planned for either side of the underpass with street lighting coordinating with the already completed 2nd Street Streetscape project. The Lewis
and Clark Riverfront Trail at The Dalles is a 9.6-mile trail envisioned
as a multiple use recreation facility stretching the length of The Dalles
waterfront. It will provide a vital connection between the people and
the river, connecting The Columbia
Gorge Discovery Center, Taylor Lake, The
Port of The Dalles, Lewis and Clark Rock Fort Campsite, the historic
downtown, and The Dalles Dam and Locks. Designed for both pedestrian
and bicycle use, the trail will provide interpretive signage, provided
through a program at Wahtonka High School, on the flora and fauna as
well as the depth of history of the area. At this time at least one
pocket park is planned for the trail. Completion is scheduled for 2004. |

The
Columbia River Bank Building The
Columbia River Bank
recently completed the renovations to the old Payless building creating
a perfect setting for their corporate headquarters located on the second
floor. The building renovations included paint, adding new windows,
doors, awnings and tiled entryways to the facility. First floor space
is available for lease for both office and retail use. The building
is located at the corner of Third and Federal in the historic downtown

Culture
plays a major role in defining any community. And
in many instances
the presentation of the arts and community is enhanced through the venue.
The Dalles is fortunate to be home to many incredible venues of artistic
expression; among them are The Granada Theatre and The
Civic Auditorium. Built in the 1920's, The Civic Auditorium
was completed and dedicated to veterans of World War I. The facility
hosted high school graduations, garden clubs, proms, theater, ballet,
band concerts (including one given by a young Doc Severinsen in 1939)
weddings and more. |

A unique configuration including a Fireside Room, a gymnasium, one of the few ballrooms in the state of Oregon with a floating dance floor, and a 1000+ seat full theatre, The Civic Auditorium provided a variety of venues for a variety of events. Due to disrepair this great facility closed in1960 to reopen nearly 20 years later under the direction of The Civic Auditorium Historic Preservation Committee. Their goal - to restore the Civic to its former grandeur. In 1999 the Civic reopened the east half of the facility which included the restored Fireside Community Room, the gymnasium with an attached catering kitchen and the grand ballroom. The
Granada Theatre The Granada Theatre, once equipped with "Vita Phone" and "Movietone" soundsystems, was the first theater west of the Mississippi River to feature "Talkies." After years of use as the only movie theater in The Dalles, the doors closed in the early 1990's to reopen in 1996 after extensive remodeling. The current facility is home to The Granada Theatre Foundation, committed to promoting and supporting education in the arts for youth (k-12). The current operations include live entertainment with plans to add classic films along with the awaited opening of The Siberian Ice Cream Parlor. With the completion of the Second Street Streetscape project, The City of The Dalles looks forward to extending the project to include First, Third and Fourth Streets. This project includes removal of existing curbs, gutters, sidewalks, street lighting, hollow sidewalks, street grades, and other associated elements and replacing with new curbs, gutters, decorative concrete sidewalks and paving stones, period street lights, street trees, signs, drinking fountain (located at the corner of Second and Federal) benches, planting areas and special crosswalk treatments. ADA accessibility is greatly enhanced with the addition of sidewalk ramps and alley crossings. The Columbia
Gateway Urban Renewal Agency and the City of The Dalles is
in the development stages for the Downtown Gateway/Transition Project.
The gateway will take a step toward solving traffic problems and provide
entries into the historic downtown area. The western
gateway will also expand pedestrian traffic and safety through the additions
of sidewalks and bike paths. A number of landscaped medians will be
used to separate the travel lanes. The existing traffic island (Lincoln
and 2nd) will be expanded, reshaped, and developed as an entry with
basalt, wood, arches, and plant materials to announce the arrival into
the historical downtown. The second triangle in the project area (Lincoln
and 3rd) will also be expanded and landscaped to echo the entry features
at Lincoln and 2nd. The additional curve proposed for Second Street
will encourage traffic slowing as well. However, this portion of the
plan is not confirmed at this time. |

The
Dalles Area Chamber of Commerce and Visitor Center The Dalles Area Chamber of Commerce is a non-profit organization of citizens and businesses who invest time and money in joint efforts to advance civic, industrial, commercial, agricultural and general interest of the citizens of this area. In uniting resources and efforts and developing an area-wide plan of action, the members accomplish many things that could not be accomplished individually. The activities
of the Chamber are managed by the Director under the leadership of a
Board of Directors who serve without compensation and are elected by
the members. Most of the Chamber work is accomplished through the countless
volunteer hours of members. Their efforts are in several committees,
which include Ambassadors, Economic Development, Governmental Affairs,
and The Downtown Committee. The Chamber is also a strong supporter of
business and education partnership and provides an annual Leadership
training program. The current
Chamber of Commerce building was built in 1937 as a Chamber office.
Over the course of years, the building has been used continuously as
a Visitor Center for The Dalles as well as housing the headquarters
for area economic development and business support. The building is
no longer cost effective to operate and does not meet the needs of staff
or its members. The proposed facility would be approximately four times
larger than the current building and meet the needs of increased staff,
new technology, visitor services as well as accommodate adequate interpretation
of local history. Target completion: October 2003.

Q-Life is an 18-mile local fiber optic broad-band loop through the City of The Dalles with six local central hub sites. The loop will be connected into the Bonneville Power Administration/Northwest Open Access Network known as NOA Net, a tier one broadband high speed voice and data fiber optic backbone. This will give local end user providers an opportunity to provide top of the line, competitively priced ties to the world-wide telecommunications system. The Dalles and vicinity can provide an attractive, alternative setting for high-tech companies and telecommuters. |
